This is tricky, but the answer is often no, the reason being that these books are considered consumables.
What are consumables?
Consumables are typically:
Published with the intent that one person will purchase and use the material
Identified as workbooks or notebooks, or sometimes lab manuals
Meant to be written in, with lots of fill-in-the-blank-type answer spaces
Why can't you copy a consumable?
Photocopying this type of material would impact the market for it, which is not allowed under fair dealing guidelines.
Faculty: if you're copying the same pages every term, you should create a course pack that has permissions sought and is sold through the Campus Store. Please note that the copyright risk of this activity is still considered moderate.
