Generally yes, provided the video is being used for educational purposes, remains unmodified, and is properly attributed. According to the TED usage policy:
We encourage you to share TED Talks that are licensed for distribution under our Creative Commons license, Attribution–Non Commercial–No Derivatives (or the CC BY – NC – ND 4.0 International) which means it may be shared by following a few requirements (TED Talks under Creative Commons License section).
Note that TED Talks and TED-Ed videos differ. TED-Ed videos are made available under YouTube's standard policy, not Creative Commons licensing. If you wish to license TED-Ed videos, please fill out TED's media licensing request form.
