Most likely you can, but you must consider whether that book chapter meets the six Fair Dealing Factors before it can be scanned and posted to Blackboard under the Fair Dealing exemption, 

Typically the chapter should be a short excerpt (generally no more than 10% of a work) and can't be from a workbook (as copying undermines the market) or personal subscription (licensed content usually intended for personal use).
